摘　　要：全过程人民民主经历了从概念提出到制度原则确定再到理论建构的发展过程,并从理论与实践相结合视角,拓展了中国民主的理论形态与实现场域。中国共产党领导中国人民通过建立人民民主专政的国家政权形态、人民民主的政治制度形态和全过程人民民主的操作实践形态,解决了“有没有可能建立民主的国家政权问题”“能不能真正实现民主的政治制度问题”以及“会不会高效展现民主的发展绩效问题”三大核心议题,形成了中国民主的三大发展支柱,开辟了人类政治文明形态的新境界。基于中国民主与西方民主的演化轨迹比较可以发现,全过程人民民主是中国在追求民主、实现民主、发展民主的历史实践中的伟大创造,将民主的形式与实践、过程与结果、程序与实质等有机统一于社会主义民主政治的历史进程,解决了世界范围内民主难以显现发展绩效的“老大难”问题,让民主在实践中呈现长盛不衰的生命力,由此体现了坚持以人民为中心的普遍价值,开创了包括政治民主、经济民主、社会民主等在内的多样化实践场域,构建了全链条的民主实践机制,展现了民主的发展绩效与光明前景等基本特征,实现了中国民主的历史性飞跃。在推进中国式现代化的历史进程中,丰富和发展全过程人民民主的战略选择,重点在于拓展实践场域,核心在于解决问题,突破口在于基层民主,关键在于保障人民当家作主,根本在于坚持党的领导。The whole-process people's democracy has experienced the developmental process from putting forward the concept to the system principle of enacting laws and then to construction of the theory,and from the perspective of combining theory and practice,it has expanded the theoretical form,practical fields and development performance of Chinese democracy.By establishing the state power form of the people's democratic dictatorship,the political institution form of the people's democracy,and the operational practice form of whole-process people's democracy,the Communist Party of China has led the Chinese people to solve the three core issues of"whether it is possible to establish democratic state power","whether the political institution form of democracy can be truly realized",and"whether the development performance of democracy can be effectively demonstrated",and these core issues have formed three developmental pillars of Chinese democracy and opened up a new realm of human political civilization.Based on the comparison between the evolution of Chinese democracy and Western democracy,it can be found that the whole-process people's democracy is a great creation of socialistic China in the historical practices of pursuing democracy,realizing democracy and developing democracy,and that the form and practice,process and result,procedure and essence of democracy are organically integrated into the historical process of socialist democracy.The wholeprocess people's democracy has also solved the"perennial problem"that democracy is difficult to show its developmental performance worldwide,made democracy show enduring vitality in practice,revealed the essential features of reflecting the people-centered universal value,creating diversified practical fields including political democracy,economic democracy and social democracy,building a full-chain democratic practical mechanism,showing developmental performance and bright prospects of democracy,and made Chinese democracy realize a historic leap.To constantly enrich and devel
