从统合动员到善治塑造:我国社会安全范式的转型及其构建

摘　　要：随着社会空间的扩展和国内外安全联动的日益深入,社会安全问题越来越突出。社会安全直接影响社会面和不特定多数人生命财产安全,是总体国家安全观中的一个新概念,具有新的定位和特点。社会安全具有社群性、原生性、复合性、基础性。新中国成立以来,我国社会安全实践先后经历了“统合动员型—宽严相济型—社会管理型—复合治理型”范式,当前正在转向“善治塑造型”范式,这是历史和现实的必然逻辑。根据善治塑造型范式的八个基本要素,新时代新征程构建善治型社会安全的基本路径是:坚持总体国家安全观,以善治理念统筹发展与安全;努力提升治理效能,建立评价体系;加强结构机制建设,形成共治体系;加强过程机制建设,形成全生命周期治理体系;加强价值机制建设,塑造积极的社会安全环境。As social space keeps expanding and national and international security linkage continues deepening,the importance of social security has grown significantly.As one of the new concepts within a holistic approach to national security,social security has acquired new positions and characteristics,directly impacting both society and the safety of lives and property for the majority of people.It stands out with four characteristics:community,originality,comprehensiveness,and fundamentality.Since the founding of the People's Republic of China,our country's approach to social security has evolved through a paradigm encompassing integrated mobilization,tempered justice with mercy,social governance,and comprehensive governance,and is currently undergoing transformation in alignment with historical and current realities.To achieve this goal in the new era,the elemental pathways should include leading by a holistic approach to national security,with the notion of good governance guiding our development and security management;establishing an evaluation system by enhancing the efficiency of governance;establishing a system based on participation by strengthening the development of structural mechanisms;establishing a full-life-cycle governance system by reinforcing the development of process mechanisms;and building a positive environment of social security by strengthening the development of value mechanisms.
