现代海洋牧场产业链延伸与价值链创新路径——以烟台东宇国家级海洋牧场为例

摘　　要：建设现代海洋牧场对于改善海洋生态环境、促进海洋经济持续健康发展具有重要战略意义。目前,海洋牧场普遍存在产业模式单一、产业融合度不高、产业链延伸与价值链创新乏力的问题。对烟台海洋牧场建设与发展过程进行了深度考察,并以烟台东宇国家级海洋牧场一二三产业经营状况为例,分析其产业融合的路径特征与存在问题。研究发现,海洋牧场装备型平台利用率低、科技力量不足、各业态营销模式落后和政府管理体制与扶持政策不配套是主要制约因素。针对其存在问题,提出了陆海统筹规划、优化产业格局、完善管理机制、强化科技赋能和多元主体合作等对策建议,以期为现代化海洋牧场的优化升级提供模式创新参考。Modern marine ranch plays an important role in improving marine ecological environment and promoting sustainable and healthy development of marine economy.Nowadays,it generally encounters various problems of single industrial pattern,low industri-al integration and deficient innovation of industrial chain extension and value chain.An in-depth investigation was conducted on con-struction and development process of Yantai marine ranch,and path characteristics and existing problems of industrial integration were analyzed using operational status of Yantai Dongyu National Marine Ranch's primary,secondary,and tertiary industries as a case study.It was found that main restricting factors were low utilization rate of equipment platform,insufficient scientific and technological force,backward marketing mode of various formats and unmatched government management system and supporting policies.In view of existing problems,countermeasures and suggestions were put forward,such as coordinated development of land and ocean,optimiza-tion of industrial pattern,improvement of management mechanism,strengthening of science and technology empowerment and multi-subject cooperation,in order to provide innovative pattern reference for optimization and upgrading of modern marine pastures.
