企业环境风险评估和环境应急管理制度的探讨

摘　　要：企业突发环境事件应急预案管理制度是重要的环境应急管理制度,我国发布的企业突发环境事件应急预案管理法律法规和技术标准,为防范和降低企业环境风险和加强企业突发环境事件应急管理提供了政策和技术指导。随着技术的发展,企业在执行环境应急预案管理制度时也出现新的问题,结合现行环境应急预案管理制度及其实行的有关情况,对此进行了探讨并提出相关对策,以不断推进环境应急预案制度的完善。The enterprises emergency responses proposal management system is an important part of the environmental emergency management systems.The environmental departments in our country have published several enterprises emergency responses proposal management regulations and technical standards,which provides policy and technical guidance to take control of the enterprises environment risks and enforce the management of enterprises emergency responses.However,with the development of technology,some new problems appeared in the implementation of environmental emergency plan management systems in enterprises,combined the current management system and its implementation situation,to discuss and put forward relevant countermeasures,and constantly promote the improvement of the environmental emergency responses proposal system.
