定西市农村土地流转现状及对策研究

摘　　要：近年来,定西市各级党委、政府严格贯彻执行中央有关土地政策性文件,积极鼓励并扶持农村闲置土地的有序流转,加大扶持力度支持农民专业合作社、家庭农场、专业种植大户等新型农业经营主体参与土地流转,发展适度规模化、集约化的经营。为提高土地利用的效率、建设美丽清洁的乡村、促进农村经济的发展、加快乡村振兴的步伐以及推动城镇化的进程,本文以定西市为例,概述土地流转的基本状况以及在流转过程中发现的相关问题,并提出了进一步强化农村土地流转工作的建议,以期为加快农业供给侧结构性改革和农业现代化进程提供参考。In recent years,the party committees and governments at all levels in Dingxi City have strictly implemented the relevant land policy documents of the central government,actively encouraged and supported the orderly transfer of idle land in rural areas,and increased support to support new agricultural business entities such as farmers'professional cooperatives,family farms,and professional planting households to participate in land transfer and develop moderately large-scale and intensive operations.In order to improve the efficiency of land use,build beautiful and clean villages,promote the development of rural economy,accelerate the pace of rural revitalization and promote the process of urbanization,this paper takes Dingxi City as an example to summarize the basic situation of land transfer and the related problems found in the process of transfer,and puts forward some suggestions to further strengthen the work of rural land transfer,so as to provide reference for accelerating the structural reform of agricultural supply side and the process of agricultural modernization.
