摘　　要：国际卫生技术评估组织(HTAi)联合国际卫生经济学和成果研究专业协会(ISPOR)领导的工作组,在前期研究的基础上发表了设计和实施卫生技术评估的审慎评议实践报告指南与附属清单。鉴于目前国内缺乏运用卫生技术评估(HTA)审慎评议方法开展的相关实践与报告,因此本文对该指南和附属清单进行了详细解读,以期为我国HTA及其审慎评议的实践和报告提供参考依据,同时促进HTA方法的传播和应用,推动国内HTA审慎评议能力及体制机制的建设。Health Technology Assessment International(HTAi),in conjunction with the International Society for Pharmacoeconomics and Outcomes Research(ISPOR),initiated a joint Task Force and published guideline and a checklist for deliberative processes for health technology assessment(HTA).Currently,there is a lack of guidance for designing and implementing deliberative processes of HTA in China,so this paper performs a detailed interpretation of the guideline and checklist,with a view to providing a reference for China's HTA and deliberative process,in order to promote the dissemination and application of the HTA methodology,and advance the construction of domestic HTA deliberative processes capacity and institutional mechanism.
