摘　　要：尹锡悦政府的国家安全战略重新将朝鲜视为主要威胁,高度重视价值观安全和经济安全,并更加关注网络、卫生、气候等非传统安全。在实现手段上,尹锡悦政府更加重视韩美同盟的基石作用,积极发展与所谓共享价值观国家的伙伴关系,并大力提升自身的安全能力。这一战略与以往相比更具意识形态化,更加泛安全化,并更具进攻性,原因在于韩国安全环境和自身角色身份的变化,并受到了政权更替的影响。尹锡悦政府加强了与美日等盟友和伙伴的安全合作,提升了维护国家安全的能力,但并没有改善其所面临的安全环境,并带来了新的安全挑战。韩国国家安全战略的调整体现了保守派与进步派交替执政导致的周期性变化,也折射出其长期演进的一贯逻辑。The Yoon Suk-yeol administration's national security strategy reproduces DPRK as a major threat,places a high priority on values-based security and economic security,and pays more attention to non-traditional security such as cyber,health,and climate.In terms of the means to achieve this,the Yoon Suk-yeol administration has placed greater emphasis on the cornerstone role of the ROK-US alliance,actively developed partnerships with so-called value-sharing countries,and vigorously upgraded its own security capabilities.This strategy has become more ideological,more pan-security,and more offensive than in the past,due to changes in the security environment and in ROK's own role and identity,as well as the impact of regime change.The Yoon Suk-yeol administration has strengthened security cooperation with allies and partners such as the US and Japan and enhanced its ability to maintain national security,but it has not improved the security environment it faces and has created new security challenges.The realignment of ROK's national security strategy reflects the cyclical changes resulting from alternating administrations between conservatives and progressives,and the consistent logic of its long-term evolution.
