摘 要:韩国核电技术的发展肇始于20世纪50年代晚期,由于60~70年代国际因素作用而转向以核武开发为重点的发展道路,核电技术在此间得到快速提高,也即韩国核电技术的起步及初期发展并非其能源政策调整的直接结果。韩国核电技术研发基础条件形成快、后续发展强劲,着力国内核电产业发展同时还积极拓展双边和多边国际合作且成效显著。进入21世纪,政府更迭导致韩国的核电政策出现较大波动,一度出现“挺核—脱核—挺核”的反转式变化。因难以避免的能源匮乏局面以及国际关系的巨大变动,核电在韩国能源结构和对外合作中的重要地位有望长期保持下去,但会持续受到国内外因素的考验。The development of nuclear power technology of ROK initiated in late 1950s,and then in1960s and 1970s headed rapidly for the development of nuclear weaponry for international causes,during which its nuclear power technology gained a strong tendency moving forward.It proved that the fast development of such technology was not the result of its national energy policy.While striving to nuclear power research domestically,ROK works hard to expand overseas market and has yielded much fruit.The alteration of the administration in the country has definite influence on this industry.To support or to phase out the nuclear power is always under debates in ROK in recent years,during which a U-turn change of its policy appeared,and such change led to many shocks not only on the work of R&D but on the ecosystem of the field as well.Due to the unchangeable situation of serious energy shortage and the easily-changing international background,the key role of nuclear power is sure to be kept on but is often to be in a dilemma.
