摘　　要：运用文献资料、实地调查、逻辑分析等方法,立足于基层公共体育服务治理面临困境,对基层公共体育服务精细化治理运行理路及实施策略进行研究。困境:府际关系与权责相对模糊,供需矛盾依然突出,多元合作机制有待完善,治理智能化水平不高。运行理路:精准定位,立足于实情的差异化治理;精心引导,形成共建共治的网络格局;精确识别,强化供需的有效匹配;精密规划,构筑制度化、规范化的管理体系;精细评价,落实群众满意的工作导向。实施策略:坚持系统观念,统筹推进精细化治理实践;汇聚共治合力,构建人人尽责的治理共同体;深化技术应用,推动治理方式智慧化;明确治理规范,统筹推进标准化建设;优化评估机制,强化绩效考核的正面导向。By using the methods of literature review,field investigation and logical analysis,this paper studied the operation logic and implemention stategy of fine governace of grassroots public sports service based on the predicament faced by grassroots public sports services.Predicament:The inter-governmental relations and powers and responsibilities are relatively vague,the contradiction between supply and demand is still prominent,the diversified cooperation mechanism needs to be improved,and the level of intelligent governance is not high.Operational logic:It needs precise positioning and differentiated governance based on the facts.It needs careful guidance to form a network pattern of co-construction and co-governance.It needs accurate identification to strengthen the effective matching of supply and demand.It needs precise planning to build an institutionalized and standardized management system.It needs to be carefully evaluated to implement the work orientation of mass satisfaction.Implementation strategy:We need to adhere to the system concept and advance refined governance practices in a coordinated manner,pool our joint governance efforts to build a governance community in which everyone is responsible,deepen the application of technology to promote the intelligence of governance methods,clarify governance norms and coordinate the promotion of standardization construction,and optimize the evaluation mechanism to strengthen the positive orientation of performance appraisal.
