摘　　要：运用文献资料、专家访谈、逻辑分析等方法,探究我国群众性体育赛事安全监管的价值、困境,并提出优化策略。价值:保障参与者安全,维持赛事稳定运行;形成保障机制,规避赛事潜在风险;塑造品牌形象,促进赛事可持续发展。困境:制度尚未健全,职责边界不明晰;队伍力量薄弱,主体履职不到位;工具运用失当,监管效能难提升。优化策略:健全法律法规,规范主体权责配置;提高主体能力,吸纳多元监管力量;加强风险评估,完善应急保障机制;赋能工具创新,提升安全监管效能。By using the methods of literature review,expert interview and logical analysis,this paper explored the value and dilemma of safety supervision of mass sports events in China,and put forward optimization strategies.Value:It ensures the safety of participants to keep the event running smoothly,forms a safeguard mechanism to avoid the potential risks of the event,and builds the brand image to promote the sustainable development of the event.Dilemma:The system is not sound,and the boundaries of responsibility are not clear.The strength of the team is weak,and the main body is not in place.The use of tools is improper,and the supervision efficiency is difficult to improve.Optimization strategy:We should improve laws and regulations to standardize the allocation of powers and responsibilities,enhance the main body capacity to absorb diversifi ed regulatory forces,strengthen risk assessment to improve the emergency support mechanism,and enable tool innovation to improve the effectiveness of safety supervision.
