达州市环境应急管理和应对能力提升对策研究

摘　　要：突发环境事件具有突发因素潜在性、时间随机性、危害程度复杂性、处理处置艰巨性以及污染后果潜伏性和长期性等特点。通过调研分析达州市环境应急管理和应急应对现状,查摆达州市环境应急存在的短板和不足,在应急管理和应急应对方面提出指导性措施建议,进一步提升达州市处理突发环境事件的能力。应急管理方面需进一步完善机构、机制和队伍建设,应急监测方面需提升应急监测能力,要有效辅助指挥决策、加强应急监测信息共享,强化应急物资储备,组建一个“应有尽有”的应急物资储备库。Sudden environmental events possess characteristics such as potential sudden factors,random occurrence time,complex degrees of harm,challenging handling and disposal,as well as potential and long-term pollution consequences.Through investigation and analysis of the current situation of environmental emergency management and response in Dazhou city,the shortcomings and deficiencies of environmental emergency response in our city are identified,and guiding measures and suggestions are put forward in terms of emergency management and emergency response to further improve Dazhou city's ability to deal with environmental emergencies.It is recommended to improve the construction of institutions,mechanisms,and teams in emergency management,enhance emergency monitoring capabilities,effectively assist command decision-making,strengthen emergency monitoring information sharing,reinforce emergency material reserves,and establish a comprehensive emergency material reserve warehouse.
