摘　　要：为了明晰新疆生态补偿主体,以及精准制定生态补偿标准并完善效益评估体系,采用文献调查及实证调查法分析了当前新疆自然资源生态补偿机制的现状。结果表明,当前新疆的生态环境保护法律法规逐步趋于完善,而且生态移民、生态公益林补偿、煤炭资源开发生态补偿、退耕还林工程建设和草原生态补偿等生态补偿工程均有不同程度的不足,而且当前自治区生态补偿机制存在补偿标准过低、补偿方式单一、补偿组织不全以及相关法律不健全等问题。针对这些问题,提出了构建自治区自然资源领域生态补偿机制时相应的实施措施及建议。In order to clarify the main body of ecological compensation in Xinjiang and accurately establish ecological compensation standards and improve the benefit evaluation system,this paper analyzes the current status of the ecological compensation mechanism for natural resources in Xinjiang by using literature and empirical investigation.The results show that the environmental protection laws and regulations in Xinjiang are gradually improving.However,there are various deficiencies in ecological compensation projects such as ecological migration,compensation for ecological public welfare forests,compensation for coal resource development,construction of reforestation projects,and grassland ecological compensation.Moreover,the current ecological compensation mechanism in the autonomous region has issues like low compensation standard,using single compensation method,incomplete compensation organizations,and inadequate relevant laws.In response to these issues,the paper puts forward the corresponding implementation measures and suggestions for the construction of ecological compensation mechanism in the field of natural resources in the autonomous region.
