河北省扩大中等收入群体比重的现实约束与路径选择——基于CFPS数据的省际比较

摘　　要：步入经济高质量发展阶段,扩大中等收入群体比重是河北省改善经济发展结构、优化收入分配结构的重要基石。文章基于CFPS数据,分析河北省中等收入群体比重和内部结构现状,并与河南省、山西省、浙江省、山东省、广东省五个代表性省份进行对比,探讨扩大河北省中等收入群体比重的制约因素。研究发现:河北省不同群体收入分配初具“橄榄型结构”,但呈现中等收入群体内部不稳定因素较多、回落风险偏高和城乡居民收入差距过大等特征;与不同省份对比中,河北省中等收入群体比重虽然较高,但绝对收入水平偏低,个人教育水平、家庭抚养比和地区经济发展水平等因素显著制约着河北省中等收入群体比重增加。对此,河北省应结合经济发展趋势,推进经济高质量发展,夯实“扩中”基础,并针对重点人群精准施策,通过提升人力资本水平补充“扩中”来源,在提供高质量就业岗位的基础上健全社会保障体系,防范“扩中”回落风险。In the current phase of high-quality economic development,expanding the proportion of middle-in⁃come groups is an important cornerstone for Hebei Province improving the economic development structure and opti⁃mizing the income distribution structure.Based on CFPS data,this paper analyzes the current situation of the propor⁃tion and internal structure of middle-income groups in Hebei Province,and compares it with the five representative provinces of Henan Province,Shanxi Province,Zhejiang Province,Shandong Province,and Guangdong Province to explore the constraints on the expansion of the proportion of middle-income groups in Hebei Province.The results show that the income distribution of different groups in Hebei Province initially presents an“olive structure”,but there are lots of unstable factors within the middle-income group,high risk of falling back,and large income gap be⁃tween urban and rural residents.In the comparison with other different provinces,the proportion of middle-income groups in Hebei Province is higher,but the absolute income level is low.Such factors as individual education level,family dependency ratio and regional economic development level significantly restrict the expansion of the propor⁃tion of middle-income groups.Hebei Province should combine the current development trend,promote the highquality economic development to consolidate the foundation of“expansion of the middle”,and take precise poli⁃cies for key groups,supplement the source of“expansion of the middle”by improving the level of human capital,and finally improve the social security system on the basis of providing high-quality jobs to prevent the risk of“ex⁃pansionof the middle”falling back.
