摘　　要：“全球南方”是新兴市场国家和发展中国家的集合体。从地理范围看,其涵盖了非洲、拉丁美洲和加勒比地区、太平洋岛屿以及亚洲地区的广大发展中国家。当前,全球问题日益凸显,国际形势复杂多变,在现行全球治理体系中长期居主导地位的发达经济体,由于内部问题与矛盾长期累积以及综合实力相对衰落,不仅主观上不愿意承担更多国际责任,在客观上也越来越无力提供更多国际公共产品。The Global South is a community of emerging markets and developing countries.Geographically,it covers a wide range of developing countries in Africa,Latin America and the Caribbean,the Pacific Islands,and Asia.Nowadays,the world is facing increasingly prominent global challenges and a complex and volatile international landscape.Developed economies that have long dominated the global governance system are unwilling to assume more international responsibilities and unable to provide more international public goods due to the accumulation of internal problems and contradictions and the relative decline of comprehensive strength.
