摘　　要：[研究目的]2016年以来,澳大利亚情报部门、政府首脑和媒体联合推动了“中国影响力”问题的安全化,对中澳关系产生重要影响。对该问题的研究,尤其是厘清安全化主体间的功能关系有助于加深对“中国影响力”问题安全化的认知及提出合理的政策建议。[研究方法]在概述“中国影响力”问题安全化进程的基础上,通过文本分析法和比较研究法探究澳情报部门和媒体的安全化功能关系。[研究结论]情报部门与媒体在威胁界定方面形成了一种竞争性疏离的关系,在功能分配方面则建立了一种依附性共生的关系。这种安全化功能关系导致“中国影响力”问题的泛安全化,也使得该安全化在根本上欠缺一种合法性。对此,中国应通过构建安全价值认同,完善二轨外交机制和建立竞争性安全话语框架开展去安全化外交,重建互惠互利的中澳关系。[Research purpose]Since 2016,ASIO,head of government and media have promoted the securitization of“Chinese influence”,which has generated an important impact on China-Australia relationship.The research on the functional relationship among the securitization agents is helpful to deepening the understanding of the securitization and proposing reasonable countermeasures.[Research method]Based on an overview of the securitization process of"Chinese influence",the paper explored the functional relationship between ASIO and media through text analysis and comparative research.[Research conclusion]ASIO and the media formed a relationship of competitive detachment in terms of threat definition,and dependent symbiosis in terms of function allocation.Such relationship caused the pan-securitization of"Chinese influence"and prevented a substantive legitimization of the securitization.Thus,China should carry out de-securitization diplomacy and rebuild the mutually beneficial China-Australia relationship by building a security value identity,improving the two-track diplomatic mechanism and establishing a competitive security discourse framework.
