分级分类视野下海南自贸港“二线”轮渡风险防治研究

摘　　要：港口是海南自由贸易港对外开放的重要门户,海口港(新海港和秀英港)是海南自由易贸港的轮渡港口,是连接内陆渡人、渡车、渡货重要的供船舶安全进出和停泊的运输枢纽及交通枢纽。因此,轮渡港口特别是“二线”管住下的轮渡港口的治安风险防范与治理尤为重要。基于此背景,对海南自由贸易港“二线”轮渡风险防治进行分析和探究,认为应运用科学先进的治理理念,采用正确的制度与模式,加大数智赋能,以“资原重整、流程再造、机制重塑”为路径,构建海南自由贸易港“二线”海岸港口风险防控和隐患排查双重预防体系。Port is an important gateway for the opening of Hainan Free Trade Port to the world.As a ferry port,Haikou Port,composed of Xinhai Port and Xiuying Port,is an important transportation hub for ships to safely enter,exit and berth when ferrying people,cars and goods.Therefore,the security risk prevention and control and governance of ferry ports,especially those controlled at the“second line”,are important in particular.By analyzing and exploring the risk prevention and control of“second-line”ferries in Hainan Free Trade Port,this study proposes to reorganize resources,replan procedures,and reform systems,so as to construct a double system for risk prevention and identification under the advanced governance philosophy by applying correct models powered by digital wisdom.
