相互依赖武器化、网络结构演化和网络性权力——以半导体和国际金融网络的案例分析

摘　　要：当前,美国不断强化网络化制裁护持霸权行为,但已有研究并未剖析制裁对资本循环的影响。基于此,文章以网络结构的演化为中介变量,对霸权国相互依赖武器化对网络性权力影响的内在运行机制进行探究,弥补了已有研究的缺陷。网络性权力依托于网络结构,是霸权国向外投射实力的基础。随着新兴大国崛起和霸权式微,以切断网络连接为主要特征的网络化制裁成为美国打压他国经济、护持霸权的主要手段。文章基于马克思政治经济学理论,构建了网络化制裁护持霸权的理论分析框架,并以半导体产业链、国际货币金融体系的案例分析为支撑。从长期来看,通过权力自我强化—削弱机制,螺旋升级的制裁将持续破坏网络结构,网络结构的演化又会不断侵蚀网络性权力的结构基础、削弱权力的经济源泉,其结果与霸权护持相悖。目前中国的网络性权力仍处于赶超阶段,应夯实国内大循环的主体基础,坚持高水平改革开放,强化与各经济体的合作,努力提升自身的经济实力。在与现有国际体系深度嵌合的同时,应构建关键领域的替代网络,以提升自身韧性。At present,the United States continues to strengthen networked sanctions to maintain its hegemony.Based on this,this article explores,using the evolution of network structure as an intermediary variable,the inner operating mechanism of the impact of interdependence weaponization on network power.Network power relies on network structure and is the basis for hegemonic countries to project their power outwards.With the rise of emerging powers and the decline of its hegemony,networked sanctions,whose main feature is cutting off network connections,have become the main means for the United States to maintainits hegemony.Based on Marxist political economics theory,this article constructs a theoretical analysis framework for networked sanctions to maintain hegemony,and examines from a theoretical level the operating mechanism by which networked sanctions promote the evolution of network systems and thus affect networked power.Case studies of the semi-conductor value chain and the international monetary and financial system provide strong support for the theory above:in the long run,spirally escalating sanctions will continue to destroy the network structure(the expression of the economic foundation)and the evolution of the network structure through the self-strengthening-weakening mechanism of power.
