摘　　要：2023年6月,文化和旅游部将“加强非遗系统性保护促进可持续发展”确定为中国第十八个“文化和自然遗产日”非物质文化遗产宣传展示活动主题;与此同时,中国非遗保护领域的相关行动方正在与国际社会一道积极开展联合国教科文组织《保护非物质文化遗产公约》通过20周年纪念活动。在此背景下,回顾非遗项目“中国传统制茶技艺及其相关习俗”的申遗实践,结合20年来的中国实践和中国方案考量推动形成非遗系统性保护工作大格局的现实挑战,以问题导向把握中国新发展理念与联合国《2030年可持续发展议程》关键行动领域的有机衔接,进而围绕气候变化、绿色低碳实践、性别平等、粮食安全等可持续发展的若干优先行动领域,针对当下乃至今后如何通过部门间的协同增效工作机制切实开展遗产项目的履约实践提出对策性分析,以探索强化非遗系统性保护格局的整体方法、前行方向和路径选择。In June 2023,the Ministry of Culture and Tourism established the theme of the 18th Cultural and Natural Heritage Day as ‘Strengthening the Systematic Safeguarding of Intangible Cultural Heritage and Promoting Sustainable Development' for the promotion and enhancement of intangible cultural heritage(ICH) in China. At the same time,all stakeholders involved in ICH safeguarding in the country,together with the international community, actively engaged in activities to celebrate the 20th anniversary of the adoption of the Convention for the Safeguarding of Intangible Cultural Heritage(the 2003 Convention). By revisiting the element “Traditional tea processing techniques and associated social practices in China,”while considering practical challenges faced over two decades in promoting a general pattern for systematic safeguarding of intangible cultural heritage,it is necessary to understand from a problem-oriented perspective on how China's new development philosophy organically connects with key areas outlined by the United Nations' 2030 Agenda for Sustainable Development. Furthermore,by deliberating priority action areas such as climate change, green and low-carbon practices, gender equality, and food security for sustainable development,countermeasures and analyses are proposed on how to implement the 2003 Convention based on concrete elements through reshaping the synergistic working mechanisms among inter-departmental organs,in the present and even in future scenarios, thereby exploring the holistic approach, path choice, and way forward to strengthen the systematic pattern for safeguarding ICH.
