摘　　要：本文通过梳理近两年政府采购投诉处理案例,探讨了建设工程评标中“允许实质性响应细微偏差澄清”“对否决投标条款外的异常内容未作审查”“不平衡报价直接作废标处理”以及“更改不合理的评分办法”四类突出典型问题,通过分析其表现形式,援引相关法律法规,提出规范的评标处理建议。This article analysis the handling of complaints and judicial penalties in bidding procurement in the past two years,and explores four prominent typical problems in construction project bid evaluation:“minor deviations in substantive responses are allowed to be clarified”,“there is no obligation to review abnormal contents outside the terms of rejecting bids”,“the unbalanced quotation is invalid”and“modification is allowed for unreasonable scoring methods of bidding documents”.By analyzing their manifestations and citing relevant laws and regulations,this article put forward the standard bid evaluation processing suggestions.
