摘　　要：随着市场经济与社会的发展,互联网和大数据时代的到来,市场、信息、数据分析成为潮流与变革方向,传统定额似乎与市场相矛盾,阻碍了市场定价,一时间弱化、取消定额的呼声势盛。本文通过对定额、市场运作原理进行分析,探讨定额与市场的价格作用关系,提出定额非定购,更非定价,它是管理工具,更是经济标准;市场并非无常,更非无序,它反映市场供需关系、交易现状。厘清定额与市场的关系,对于发挥定额、市场在建设项目造价管理中的支撑作用有重要意义。With the advancement of the market economy and society,coupled with the advent of the Internet and big data era,market,information,and data analysis have emerged as prevailing trends and directions for change.Traditional quotas appear to contradict market principles and hinder market pricing.Consequently,there has been a strong call to reduce or eliminate quotas.By analyzing the fundamental principles behind quotas and their impact on market operations,this paper examines the price relationship between quotas and markets.It argues that quotas do not dictate orders or determine prices;rather they serve as management tools while also establishing economic standards.Similarly,markets are not arbitrary or chaotic;instead they reflect supply-demand relationships in real-time trading situations.Clarifying the interplay between quotas and markets holds significant importance in fully leveraging their supportive roles in cost management for construction projects.
