摘 要:为落实《中华人民共和国安全生产法》分级管控和《特种设备检验机构核准规则》中关于安全风险管控的要求,当前特种设备检验检测行业存在设备多、地点不统一和空间受限等挑战。本文使用工作危害分析法,对检验检测过程进行安全风险识别;并基于改进作业条件法,实现安全风险的辨识和风险分级。分级结果可用于检测过程中安全风险辨识和风险分级,也可用于制定防范措施,进而批准落实。研究表明:该方法可以有效协同受检单位和待检单位的安全管理工作需求,降低作业安全风险和人身伤害可能性。To implement the hierarchical management and control of the“Safety Production Law of the People’s Republic of China”and the requirements on safety risk management and control in the“Regulations on the Approval of Special Equipment Inspection Institutions”,the current special equipment inspection and testing industry faces challenges such as a large number of equipment,inconsistent locations,and limited space.In this research,the work hazard analysis method is used to identify safety risks in the inspection and testing processes.In addition,based on improved operating conditions method,the identification and risk classification of safety risks are realized.The classification results can be used for the generation,approval and implementation of preventive measures.Therefore,the proposed method can effectively coordinate the safety management work requirements of the inspected unit and the unit to be inspected,and reduce the operation safety risk and the possibility of personal injuries.
