传统要素价格扭曲、技术进步偏向对全要素生产率的影响机理及实证分析

摘　　要：在内生增长模型框架下,利用偏向型技术进步理论,构建了包括资本、劳动、土地三种传统生产要素及各传统生产要素增强型技术的CES生产函数,对我国经济增长率、全要素生产率及其增长率进行了数理分解,结果表明,除要素增强型技术进步率以外,传统要素深化程度与技术进步偏向的协调性、技术深化程度与传统要素投入偏向之间的协调性均对全要素生产率及其增长率具有影响。文章利用2004—2017年间资本、劳动、土地等传统要素价格扭曲度以及考虑了要素价格扭曲后的技术进步偏向指数对我国全要素生产率变动趋势进行了实证分析。分析表明,样本期间内,我国全要素生产率的提高对经济增长的贡献呈下降趋势,这主要是传统生产要素增强型技术进步率的下降所导致,其中劳动、土地增强型技术进步都呈上升趋势,但资本增强型技术进步率的下降导致了总全要素生产率的下降;我国要素投入之间的不协调,尤其是我国资本偏向的技术进步方向与资本不断深化的传统要素配置结构不相协调,也部分抑制了我国全要素生产率的提高。Under the framework of endogenous growth model,this paper utilizes the theory of biased technological progress to construct the CES production function including three traditional factors of production,namely,capital,labor and land,and the enhanced technology of each traditional factor of production,and mathematically decomposes the growth rate of China's economy and the total factor productivity and its growth rate.The results of the decomposition show that,the rate of factor-enhanced technological progress has a bearing on the total factor productivity and its growth rate.In addition,the coordination between the degree of traditional factor deepening and the bias of technological progress,as well as the coordination between the degree of technological deepening and the bias of traditional factor inputs,also have an impact on total factor productivity and its growth rate.This paper uses the degree of distortion of traditional factor prices such as capital,labor,and land,and the index of technological progress bias after taking into account the distortion of factor prices in China during the period of 2004-2017 to conduct an empirical analysis of the trend of total factor productivity and its growth rate in China.The analysis shows that the contribution of the increase in China's total factor productivity to economic growth has been on a downward trend during the sample period,and this decline is mainly caused by the decline in the rate of enhanced technological progress of the traditional factors of production,in which the labor-enhanced and land-enhanced technological progress have all been on an upward trend,but the decline in the rate of capitalenhanced technological progress has led to a decline in the total total factor productivity;the incongruity between the inputs of China's factors,in particular the the incongruity between China's factor inputs,especially the direction of technological progress favored by China's capital and the traditional factor allocation structure of ever-deepening capital deepening
