摘  要:基于协同治理理论,建立了伊河源区小流域水源管护、泥沙与水土流失治理、面源污染防治子系统间的评估指标体系。采用耦合协调度模型分析其2006、2009、2012、2015、2018年间水、沙、污3个子系统的协同程度。结果表明:子系统内各指标对耦合系统的影响程度差异显著;各子系统间存在着相互制约、相互影响的耦合关系,使耦合系统的综合评估指数呈“缓慢上升-缓慢下降-明显上升”变化趋势;小流域各子系统的耦合度呈“上升-上升-下降-上升”趋势变化,耦合协调度则是由中等缓慢上升到高等、再快速达到优等。这充分说明小流域生态清洁治理的深入开展促进了3个子系统间的协同。An evaluation index system was established among the sub-systems of water resource management and protection,sediment and soil erosion control,and non-point source pollution prevention and control in a small watershed of the Yi River source region based on the theory of collaborative governance.The coupling coordination degree model was used to analyze the cooperative control degree of the three sub-systems of water,sediment,and pollution in 2006,2009,2012,2015,and 2018.The results showed that the influence degree of each index in the subsystem on the coupling system was significantly different.There was the coupling relationship of mutual influence and restriction among the subsystems,so that the comprehensive evaluation index of the coupling system showed a trend of "slowly rising-slowly declining-obviously rising".The coupling degree among subsystems of small watershed showed a trend of "up-up-down-up" with the coupling coordination degree rising slowly from medium to high and then quickly reaching excellent.This fully indicates that the indepth development of ecological clean governance of small watershed promotes the degree of coordination among subsystems.
