生态文明先行示范区建设效果评价

摘　　要：近些年来,国家高度重视建设生态文明。2014年,先后设立了福建、江西、贵州、云南、青海等5个生态文明先行示范区。建设生态文明先行示范区,对于探索社会主义生态文明建设具有重要意义。以2014年国家设立的首批生态文明先行示范区为研究对象,基于2015—2020年的数据,利用熵值法测度生态文明建设效果并运用耦合协调度模型考察“两山”转化程度。结果显示:1)研究期内,福建、江西、贵州、云南、青海五省生态文明建设效果均有不同程度的提升,福建省生态文明建设水平较高;2)通过耦合协调度模型分析,福建省在推动“两山”转化层面要领先于其他示范区省份。得出结论应加快推进生态文明建设,推动“两山”转化。In recent years,China attaches great importance to the construction of ecological civilization.In 2014,five pilot demonstration zones for ecological progress were set up in Fujian,Jiangxi,Guizhou,Yunnan and Qinghai.The construction of ecological civilization demonstration zone is of great significance for exploring the construction of socialist ecological civilization.This paper takes the first batch of ecological civilization demonstration zones established by the state in 2014 as the research object.Based on the data from 2015 to 2020,the entropy method is used to measure the effect of ecological civilization construction and the coupling coordination degree model is used to investigate the transformation degree of"Lucid waters and lush mountains"and"Golden Mountains and Silver Mountains".The results showed that:1)During the investigation period,the effect of ecological civilization construction in Fujian,Jiangxi,Guizhou,Yunnan and Qinghai provinces had been improved to varying degrees,and Fujian Province had a higher level of ecological civilization construction;2)Through the coupling coordination degree model analysis,Fujian Province should be ahead of other provinces in promoting the transformation of"two mountains".The conclusion is that we should accelerate the construction of ecological civilization and promote the transformation of"two mountains".
