摘　　要：新业态下,灵活就业人员数量巨增的同时,灵活的用工模式使其在社会保障方式选择上拥有了较大的自主性。本文研究发现,城镇职工基本养老保险最低缴费金额对灵活就业人员定居意愿具有非线性影响,流入地公共服务是养老保险最低缴费金额影响灵活就业人员定居意愿的重要机制。具体地,居住证政策实施后养老保险最低缴费金额对定居意愿的影响减弱;养老保险最低缴费金额对流动人口定居意愿的影响在财政压力较大的地区更为显著;排他性较强的公共品供给会降低养老保险最低缴费金额对定居意愿的影响,而外部性较强的公共品供给则会增强养老保险最低缴费金额对定居意愿的影响。劳动要素流动并定居是提高城镇化质量的重要引擎,本研究成果从社会保险缴纳和公共服务提供角度为流动人口市民化提供了新的经验证据。In the evolving business landscape,the surge in flexible employment comes with a versatile work model,empowering individuals with greater autonomy in choosing social security options.This study finds that the minimum payment for urban employee pension insurance nonlinearly affects the settlement intention of flexible workers.The inflow of public goods at the destination plays a vital role in this impact.Notably,with the implementation of the Residence Permit policy,the influence of the minimum payment on settlement intention diminishes.In regions facing significant financial pressure,the impact is more pronounced.Institutional factors reveal that strong exclusivity in public good supply reduces this impact,while a strong externality enhances it.This research offers new empirical evidence on the citizenship of mobile populations,focusing on social insurance contributions and public good supply.
