摘 要:项目评审专家是科技项目评审活动的主体,基于专业领域开展评审专家动态综合评价,对保障项目质量,提升科技项目产出效益,建设科技强国具有重要意义。本研究通过对科技项目评审专家特点的分析,从基础资质、专业水平、评审水平3个维度构建科技项目评审专家评价指标体系,首次提出一种基于变权-理想点-潜在主题(VW-TOPSIS-LDA)的动态综合评价模型,并以中国空间站空间科学项目评审专家为例进行实证分析,验证了评价有效性,识别了主要障碍因素。研究结果表明,该模型能够为科技项目评审专家管理提供参考,并进一步优化专家结构,提高项目评审质量。Project review experts stand as the core of science and technology project evaluation,and dynamic comprehensive evaluation of experts based on specialized fields is of great significance for the project quality control,enhancing the output benefits and building China into a strong science and technology country.In this study,through the analysis of the characteristics of review experts of science and technology projects,the evaluation index system of science and technology project review experts was constructed from three dimensions,namely,basic qualification,professional level and evaluation level,and a dynamic comprehensive evaluation model based on Variable Weight-Technique for Order Preference by Similarity to an Ideal Solution-Latent Dirichlet Allocation(VW-TOPSIS-LDA)was firstly proposed to carry out the empirical analysis of space science project review experts,verifying the validity of the evaluation and identifying the main obstacle factors.The results indicate that this model can help provide reference for the management of the review experts of science and technology projects and optimize the expert structure,further improving the quality of project reviews.
