蔡英文当局劳工政策失灵现象评析

摘　　要：现阶段台湾地区当局的劳工政策与劳工阶层的处境密不可分。蔡英文执政以来,其劳工政策的失灵主要体现在政策的低贯彻度、低普及度、低一致性、高资源使用度和低政策满意度等面向。基于公共政策的施行过程,本文认为导致蔡英文当局劳工政策失灵的原因包括以“选举思维”制定政策、政策执行时领导人决断力不足、政策评估不够客观、政策监督缺位、政策终结困难等。劳工政策的失灵给台湾地区社会产生的变化让劳工议题成为泛绿阵营内部分歧的导火索,不仅让外界看到民进党内斗争的残酷,还使得“时代力量”党泡沫化。此外,其所导致的青年高失业率也使台湾地区治安状况的恶化令人担忧。At the present stage,the labor policies of the Taiwan authorities are inextricably linked to the situation of the labor class.Since Tsai Ing-wen was in power,the failure of the labor policies is mainly reflected in low implementation,low popularity,low consistency,high use of resources and low policy satisfaction.Based on the implementation process of public policy,this paper holds that the causes of the Tsai Ing-wen administration's labor policy failures include the“electoral mindset”in policymaking,the leaders'lack of decisiveness in policy implementation,the lack of objectivity in policy evaluation,the lack of policy supervision,and the difficulty in policy termination.The failure of labor policies has brought about changes in Taiwan society,making the labor issue a trigger for internal disagreements within the pan-green coalition,which not only shows outsiders the cruelty of the DPP's internal struggles but also bubbles up the“New Power”party.In addition,the high youth unemployment rate caused by the labor issue has led to a worrisome deterioration of the social security situation in Taiwan.
