摘　　要：为了探索我国海洋经济高质量发展的时空异质性与收敛性,本文基于五大新发展理念,构建包含“经济发展、科技创新、生态环境、社会民生、对外开放”五大领域的海洋经济高质量发展评价指标体系,并运用突变级数法测度2007—2019年我国沿海11省市海洋经济高质量发展水平,采用泰尔指数及收敛模型分别考察海洋经济高质量发展水平的动态分布、差异来源和收敛趋势.研究结果表明,全国及三大海洋经济圈海洋经济高质量发展综合指数呈先上升后下降趋势,各地区海洋经济发展水平具有显著差异性,表明我国海洋经济发展的非均衡性有所加剧,而区域内差异是导致总体差异变化的主要因素.东部海洋经济圈存在σ收敛,而全国及北部、南部海洋经济圈不存在σ收敛.全国及三大海洋经济圈存在绝对β收敛,并且条件β收敛也显著.In order to explore the spatiotemporal heterogeneity and convergence of the high-quality development of China's marine economy, based on the five new development concepts of innovation,coordination, green development, openness and sharing, this paper constructs an evaluation index system for the high-quality development of the marine economy in the five areas of “economic development, scientific and technological innovation, ecological environment, social livelihood, and opening to the outside world”. In addition, the abrupt progression method is used to measure the high-quality development level of the marine economy in 11 coastal provinces and cities in China from 2007 to 2019, and then the dynamic distribution, sources of difference and convergence trend of high-quality development level of the marine economy are investigated using Theil indexes and the convergence model. Then Theil indexes and the convergence model are used to investigate the dynamic distribution, sources of difference and the convergence trend of the high quality development level of the marine economy. The results show that the comprehensive indexes of high-quality marine economic development in China and the particularly the three marine economic circles increases first and then decreases, and the levels of marine economic development in different regions differ significantly, which indicates that the non-equilibrium of the marine economic development in China has intensified, and the intra-regional differences are the main factor leading to the change of overall differences. There is σ convergence in the eastern marine economic circle, but not in the national and northern and southern marine economic circles. The absolute β convergence exists in the whole country and the three major marine economic circles, and the conditional β convergence is also significant.
