贸易强国建设背景下综合保税区创新发展的困境与突围——以苏州工业园综保区为例

摘　　要：综合保税区是国际贸易、产业合作的重要平台。当前,国际经贸竞争新格局对综保区发展构成较大压力,国内国际双循环对综保区定位提出新命题,新技术革命对综保区监管提供新手段。基于上述观点,本文紧紧围绕“综合保税区创新发展的困境与突围”主题,以全国首家综合保税区苏州工业园综合保税区为研究对象,结合综保区的历史开放基因以及管理现状,分析得出目前综保区发展存在的问题:一是“境内关外”理念亟待转变;二是区内外优惠程度出现“倒挂”;三是监管流程手续繁琐;四是制度体系不够完善。基于以上研究,本文从功能定位、政策供给、海关监管模式、政府联合监管和法律体系等5个方面提出策略建议:一是建立国内国际双向便利的贸易制度体系;二是建立适应高端产业和新兴业态发展的制度环境;三是优化账册管理、便利卡口进出;四是探索信息化联合监管;五是提升依法治理水平。The comprehensive bonded zone(CBZ)is an important platform for international trade and industrial cooperation At present,the new pattern of international economic and trade competition poses great pressure on the development of the CBZ The domestic and international circulations put for-ward new requirements for the positioning of the CBZ,and the new technological revolution provides new means for the supervision of the CBZ Based on the above context,this paper focuses on the topic of“the challenges and breakthroughs in the innovative development of comprehensive bonded zones”,tak-ing the Comprehensive Bonded Zone in Suzhou Industrial Park,the first CBZ in China,as the research object Combining its time-honored openness trait and management status quo,it analyzes the existing problems in the development of CBZ at present:First,the concept of“inside the national border but outside the customs territory”needs to be changed urgently;Second,there is a“reversed”gap in the level of facilitation between the areas inside and outside CBZ;Third,the regulatory process is cumber-some;Fourth,the institutional system is not sound Based on the above analysis,this paper puts for-ward strategic suggestions from five aspects:functional orientation,policy supply,customs control mode,joint government control and legal system:First,establish a two-way facilitation system for do-mestic and international trade;Second,set up an institutional environment suitable for the development of high-end industries and emerging business forms;Third,optimize book-keeping management and fa-cilitate passage through customs check points;Fourth,explore the application of information technology in networked control;Fifth,improve law-based governance.
