总体国家安全观视域下国门安全与海关风险管理关系研究

摘　　要：当前,国土安全和国民安全、传统安全和非传统安全、生存安全和发展安全、自身安全和共同安全的风险交织叠加,跨越功能边界和地理边界的安全对维护国家总体安全提出了更高的要求。国门是安全一线,面临疫情、生物、食品、药品、商品、贸易管制等一系列风险的冲击。在总体国家安全观的战略指引下,海关统筹“发展与安全”总要求积极搭建以风险管理为手段,创新并再平衡“贸易安全与贸易便利”为核心的国门安全防控体系。本文梳理了“总体国家安全观”、国门安全、海关风险管理的理论脉络,回顾了国门安全与风险管理的改革历程,并对三者之间的逻辑关系展开剖析,以期完善总体国家安全观的内容、为海关构建国门安全防控体系明确改革目标和发展路径,并为进一步推进国家安全体系和能力发展奠定一定的理论基础。In contemporary society,the interplay of perils intricately interlaces,concerning homeland and public security,traditional and non-traditional security,subsistence and development se-curity,and China’s own security and the common security of the world Therefore,the security span-ning functional and geographical demarcations puts forward higher requirement for safeguarding national security Borders serve as the forefront of security and are confronted with a series of risks concerning ep-idemics,biosecurity,food and drugs,commodities,and trade control Under the strategic guidance of the holistic approach to national security,the Customs has actively established a border security preven-tion and control system with risk management as the means,innovating and rebalancing the core of“trade security and trade facilitation”This paper examines the theoretical framework of the holistic ap-proach to national security,border security,and customs risk management,reviews the reform process of border security and risk management,and analyzes the logical relationship among the three The aim is to improve the content of the holistic approach to national security,provide a clear reform goal and development path for the customs in the development of a prevention and control system for border secur-ity,and lay a theoretical foundation for further promoting the development of the national security system and capabilities.
