数字赋能提速工程审批服务的实践路径及优化建议——以珠海市工程建设项目审批制度改革为例

摘　　要：工程建设项目审批制度改革是我国行政审批制度改革领域的重要探索。学界对各地改革实践相继进行了探讨,但从赋能角度统一信息数据平台建设如何对改革其他领域提供数字化支撑的实践运行逻辑尚缺乏系统梳理总结。以珠海市工程建设项目审批制度改革和系统建设实践为例,发现其运行逻辑为通过信息系统建设提供全方位数字化支撑推动审批流程再造和管理体系重塑,实现政务服务的优化提升。同时,系统建设也面临改革深化和新技术发展带来的新的问题和挑战,推动房屋建筑单体编码、全流程数字化报建、效能监督、信用监管等可为数字赋能工程审批进一步提速提供新的动力。The reform of the approval system for engineering construction projects is an important exploration in the field of administrative approval system reform in China.Although the academic community has successively studied the reform practices in various regions,there is still lack of systematic review and summary of the operational logic of how to provide digital support for the construction of unified information data platforms in other fields of reform from the perspective of empowerment.Taking the reform of the approval system and system construction practice of engineering construction projects in Zhuhai as example,it is found that its operational logic is to provide comprehensive digital support through information system construction to promote the reengineering of approval processes and the reshaping of management systems,so as to achieve the optimization and improvement of government services.At the same time,the system construction also faces new problems and challenges brought about by the deepening of reform and the development of new technologies.Promoting the coding of individual building units,whole process digital construction application,efficiency supervision,and credit supervision,can provide new impetus for further accelerating the approval of digital empowerment projects.
