摘　　要：医院志愿服务作为建设公立医院高质量发展新文化的助推器,在改善医疗服务、构建和谐医患关系和营造良好社会氛围中发挥着重要作用。本研究以适应性、需求性、连续性为医院志愿服务制度设计的主要原则,从外部环境、政府层面、社会或机构层面、个体层面构建医院志愿者服务制度体系框架。为推进医院志愿服务持续性与制度化,基于上述志愿服务制度框架,在政府或社会层面,提出适时全面推进医院志愿文化一体化建设、完善医院志愿服务保障体系等对策;在组织机构层面,提出加强医院志愿者规范性管理、完善医院志愿者组织激励机制等对策;在个人层面,提出强化志愿精神培育、注重塑造社会公民尤其是学生志愿者的健全人格等对策。Hospital volunteer service,as a booster for building a new culture of high-quality development in public hospitals,plays an important role in improving medical services,building a harmonious doctor-patient relationship,and creating a good social atmosphere.This study takes adaptability,demand,and continuity as the main principles for designing the hospital volunteer service system.Based on the principles,the study constructs a framework for the hospital volunteer service system from the external environment,government level,social or institutional level,and individual level.To promote the sustainability and institutionalization of hospital volunteer services based on the framework of the volunteer above service system.In aspect of the government or hospitals,propose timely and comprehensive measures to promote the integration of hospital volunteer culture construction,and improve the hospital volunteer service guarantee system.In aspect of the organizational level,propose measures such as strengthening the standardized management of hospital volunteers and improving the incentive mechanism for hospital volunteer organizations.In aspect of the individual level,propose strategies to strengthen the cultivation of volunteer spirit and focus on shaping the healthy personality of social citizens,especially student volunteers.
