摘 要:为提升锂电池航空运输的安全水平和能力,通过系统分析锂电池航空运输事件,阐明锂电池航空运输过程中诱发热失控的滥用条件;通过深度剖析风险管理方法在锂电池航空运输的应用现状,基于降低危险发生的可能性和危险发生后果的严重性,分别提出相应的缓解措施;结合蝴蝶结模型,展示锂电池航空运输的风险管理流程。系统阐述风险管理在锂电池航空运输方面的分析和应用,以期为加强危险货物的航空运输安全能力提供思路和参考。In order to improve the safety level and capability in the air transportation of lithium battery,the abuse conditions induced by thermal runaway during the air transportation process of lithium battery are clarified through systematic analysis of the air transportation events of lithium battery.The corresponding mitigation measures based on the reduction in the possibility and the consequential severity of the risks are proposed through an in-depth analysis of the application process of risk management in lithium battery by air transportation.The risk management process of lithium battery by air transportation is demonstrated with the Bow-Tie model.The analysis and application of risk management on lithium battery by air transportation are systematically elaborated,aiming to provide ideas and references for strengthening the safety capability of dangerous goods by air transportation.
