摘 要:2023年6月,国家能源局《风电场改造升级和退役管理办法》发布,老旧风电场升级改造工作正式拉开序幕,各省市逐步出台地方管理办法,指导地方企业开展以大代小改造工作。对于企业来说,风电场以大代小改造工作既关系到既有项目持续运营,也关系到风电场的再次开发利用。据统计,“十四五”期间,约有910MW老旧风电机组面临退役,“十五五”将进入第一次退役高峰,预计有43GW老旧风电机组面临退役。因此,有了政策依据后,以大代小改造工作已箭在弦上,但面对众多老旧风电项目,按照怎样的思路来评估与决策才能使改造工作合理分批、有序进行成为首要问题。针对该问题,本文从经济收益视角出发进行分析,并由此得出评估结果协助企业进行决策。In June 2023,the National Energy Administration released the"Management Measures for Wind Farm Upgrading and Retirement",marking the official start of the upgrading and renovation of old wind farms.Provinces and cities gradually introduced local management measures to guide local enterprises in carrying out the work of replacing small ones with large ones.For enterprises,the transformation of wind farms from large to small is not only related to the continuous operation of existing projects,but also to the re development and utilization of wind farms.According to statistics,during the 14th Five Year Plan period,about 910MW old wind turbines are facing retirement,and the 15th Five Year Plan period will enter the first peak of retirement,with an estimated 43GW old wind turbines facing retirement.Therefore,with policy basis in place,the work of replacing small ones with large ones is on the verge of progress.However,in the face of numerous old wind power projects,the primary issue is how to evaluate and make decisions in a reasonable and orderly manner in order to carry out the renovation work in batches.In response to this issue,this article analyzes from the perspective of economic benefits and obtains evaluation results to assist enterprises in making decisions.
