摘　　要：国家“十四五”规划提出构建国家科研论文和科技信息高端交流平台,成为我国强化国家战略科技力量的重要举措之一。本文从理论研究、建设模式和实践进展三个层次梳理国内外科技信息交流平台的研究成果,在此基础上阐明我国“高端交流平台”的构成和战略定位:“高端交流平台”是国家战略科技力量的重要组成部分,是实现科技自立自强的重要保障,是科技创新高质量发展的基础条件,是保障科技安全的重要屏障。提出我国“高端交流平台”总体构建思路,包括立足科技自立自强的“高端化”科学交流模式、基于开放科学架构的“高端交流平台”基础设施、基于科技信息生命周期的“高端交流平台”体系框架、基于统筹规划的“高端交流平台”构建模式、基于科技情报新视野的“高端交流平台”生态机制等。最后,提出我国“高端交流平台”的推进策略:强化平台顶层设计,夯实平台组织管理体系;制订开放获取中国方案,统筹推进公益性学术交流平台;培育平台思维和市场规则,创立国际化、专业化、工具化特色产品;强化多主体分工协同,构建“高端交流平台”服务生态。图1。参考文献25。The 14th Five-Year Plan puts forward the construction of the high-end communication platform for national scientific research papers and scientific and technological information,and becomes one of the important measures to strengthen national strategic scientific and technological strength.By summarizing the development path of high-end technology information communication platforms and integrating them into the planning of the technology intelligence industry,the integration,transformation,and upgrading of China's“high-end communication platforms”can be promoted,and the reference for the high-quality development of technology intelligence work can be provided.This paper summarizes the current research situation at home and abroad from three levels of theoretical research,construction mode research and practice research,points out that the system framework of the“high-end communication platform”includes a research paper integrated publishing and exchange platform system,a scientific and technological literature strategic guarantee platform system,a scientific and technological information deep integration platform system,and a scientific and technological intelligence analysis and technical monitoring platform system.China's“high-end communication platform”is an important component of the national strategic science and technology force,an important guarantee for the realization of science and technology self-reliance,a basic condition for the high-quality development of science and technology innovation,and an important barrier for the protection of science and technology security.Then,the paper puts forward the general construction idea of China's“high-end communication platform”,including five levels:functional positioning of“high-end communication platform”based on science and technology,infrastructure of“high-end communication platform”based on open science structure,system framework of“high-end communication platform”based on science and technology information life cycle,construct
