摘  要:党的二十大报告提出,高质量发展是新时代改革发展的新目标,也是中国教育现代化建设的新方向。要实现高等教育高质量发展,必须坚持党的全面领导,加强高等教育法治化建设,着重厘清政府、高校、社会三大主体的权责和相互权责关系,实现高教治理主体的多元形态、系统完备的法律制度体系、有效合理的协同治理结构,落实依法治教方针。推进高等教育法治化进程,需要正视面临的新问题,深化高等教育体制改革,最大程度激发高校自主办学的主动性与创新性,为实现高等教育高质量发展提供理想环境条件。The report of the 20th National Congress of the Communist Party of China proposes that high-quality development is a new goal of reform and development in the new era as well as a new direction for the construction of China’s education modernization.To realize the high-quality development of higher education,it is necessary to adhere to the comprehensive leadership of the Party,strengthen the construction of the rule of law in higher education,focus on clarifying the rights and responsibilities of the government,universities,and society as well as the relationship between their mutual rights and responsibilities,achieve a diversified form of higher education governance,a comprehensive legal system,an effective and reasonable collaborative governance structure,and implement the principle of governing education by law.To promote the process of legalizing higher education,it is necessary to look the existing new problems in the face,deepen the reform of the higher education system,and maximize the initiative and innovation of universities in autonomous school-running,providing ideal environmental conditions for the realization of high-quality development of higher education.
