摘 要:在重特大地震灾害事件的应急处置中,灾害处置前期,特别是信息黑箱期,都一定程度地存在应急救援慢、指挥协调乱等问题,目前主要通过地震应急处置经验总结和开展演练的方式提前发现问题,完善机制,提高复杂灾情的应对能力。探索如何科学开展地震应急演练,对实际演练案例进行分析,剖析演练过程中存在的问题,从创新演练方式、优化演练内容方面给出优化建议,为地震系统通过演练解决“乱、慢”难题,提高地震应急处置能力提供解题思路。In the emergency response of particularly major earthquake disaster events,there are problems such as slow emergency rescue and chaotic command and coordination to a certain extent in the early stage of disaster response,especially in the information black box period.At present,problems are identified in advance,mechanisms are improved,and complex disaster response capabilities are improved through summarizing experience in earthquake emergency response and conducting drills.This paper explores how to carry out emergency drills scientifically,analyzes the actual drill cases,analyzes the existing problems,gives optimization suggestions from the aspects of innovating drill methods and optimizing drill content,and provides solutions for the earthquake system to solve the“chaotic and slow”problem and improve the emergency response ability through drill.
