摘　　要：英国分权式文化资助模式是一种独特的文化资助模式。之所以独特,一是因为其独特的历史文化传统,二是因为长期以来各种政治力量围绕文化政策的激烈博弈。此外,这一模式把“一臂之距”机制引入文化资助中,建立非政府组织的中介机构,从而在政府文化行政机构和受资助者之间建立合理有效的连接,进而对受资助者的创作、民众的文化参与和创意产业的发展产生积极的影响。The decentralized cultural funding model in the United Kingdom is unique due to its historical and cultural traditions and the long history of fierce political competition around cultural policy.Additionally,this model introduces the“arm s length”mechanism into cultural funding and establishes an intermediary non-governmental organization,creating a rational and effective link between the cultural administration of the government and the grantees.This,in turn,has a positive impact on the creativity of the grantees,the cultural participation of the public,and the development of the creative industries.
