摘　　要：针灸是传统中医药的重要组成部分,历史上针灸始终是中医海外传播的“排头兵”。1973年,美国内华达州通过了州参议院法案,承认包括针灸在内的中医的合法地位,该法案最终于1975年由州众议院通过,这标志着中医立法正式生效。美国内华达州的中医立法与中医尤其是针灸的确切疗效密不可分,也离不开社会精英阶层的大力推动。立法后,针灸运用更加广泛,进一步融入了当地的医疗保险体系,规范了中医医疗行为。美国内华达州是全美第一个通过中医立法的州,其针灸立法过程漫长曲折,对中医药在该州乃至美国的发展产生了深远影响,对中医药全球传播也有一定启发意义。Acupuncture and moxibustion are an inseparable part of traditional Chinese medicine(TCM).In history,it has always taken the lead in the overseas communication of TCM.In 1973,the State of Nevada passed a State Senate bill,recognizing the legal status of TCM,including acupuncture and moxibustion.The bill was finally passed by the State Assembly in 1975,which marked TCM legislation finally taking effect in Nevada.Nevada s TCM legislation is credited to the desired efficacy of TCM,especially that of acupuncture and moxibustion,and effortful promotion of the social elites.After the legislation,acupuncture and moxibustion have been more widely used and further integrated into the local medical insurance system,and TCM medical behaviors have been better regulated too.Nevada has been through a long and tortuous process of legislation on acupuncture.As the first state in the United States to pass such a law,Nevada s TCM legislation has a profound influence on TCM development in Nevada and even in the United States,and is also of instructive significance for the global communication of TCM.
