摘　　要：区域重大战略是推动中国式现代化的有效途径,为管窥区域公共文化服务发展走向提供了最直接的窗口。文章以区域重大战略为切入点,通过近年来发布的区域重大战略中公共文化服务相关条文,构建区域重大战略规划驱动下的公共文化服务的发展框架,并从政策呼吁的“一卡通”建设和行业响应的公共图书馆联盟两个层面入手考察当下公共文化服务区域协调发展路径。研究发现:区域重大战略为区域公共文化服务发展提供底层政策支撑;一体化是区域公共文化服务的发展内核和目标要求;一卡通建设作为政策呼吁的行动计划,是推动公共文化服务一体化的关键途径;公共图书馆联盟既是行业响应区域重大战略的现实举措,也为一卡通建设和公共文化服务一体化实现贡献行业力量。Major regional strategy is an effective way to promote Chinese-style modernization,and provides the most direct window for the regional public cultural services development.This article focuses on the major regional strategies,interprets the provisions of the major regional strategies on public cultural services published in recent years,constructs the development framework of public cultural services driven by the major regional strategic planning,and examines the current coordinated development path of public cultural services from two aspects:the construction of“one-card-through”and the establishment of the public library consortium.Research has found:major regional strategies provide underlying policy support for the development of regional public cultural services;integration is the development core and goal requirement of regional public cultural services;the construction of“one-card-through”is a key way to promote the integration of public cultural services;the public library consortium is not only a practical measure for the industry to respond to the major regional strategy,but also a contribution to the integration of“one-card-through”construction and public cultural services.
