福建省推动县域经济向城市经济转型的路径研究

摘　　要：推动县域经济向城市经济转型是大城市周边县域融入中心城市,推动经济高质量发展,与中心城市实现共同富裕的重要举措。本文认为,城市经济比县域经济具有更高的人口和经济集聚,更高级产业结构,更大空间范围内组织生产活动,更加以创新、人力资本要素为驱动四个主要特征。从这四个特征切入,以福建省为例,分析县域经济向城市经济转型面临的问题,并借鉴国内长三角、珠三角地区典型城市县域经济转型升级的经验,提出推动福建县域经济向城市经济转型的路径,包括加快要素集聚,打造产业发展新载体;促进产业升级,构建现代产业新体系;推进空间重组,融入区域发展新格局;实施创新驱动,全面塑造发展新优势。Promoting the transformation from county economy to urban economy is an important measure for the surrounding counties of big cities to integrate into the central city,promote high-quality economic development,and achieve common prosperity with the urban area.This paper believes that urban economy has four main characteristics compared to county economy:higher population and economic agglomeration,higher industrial structure,larger spatial organization of production activities,and more driven by innovation and human capital factors.From these four characteristics as the analytical dimension,taking the example of Fujian Province,this paper analyzes the problems faced by the transformation of county economy to urban economy,and draws on the experience of typical cities in the Yangtze River Delta and Pearl River Delta in China in the transformation and upgrading of county economy.It proposes the path to promote the transformation of county economy to urban economy in Fujian,including accelerating factor agglomeration and creating new carriers for industrial development,promoting industrial upgrading and building a new modern industrial system,promoting spatial restructuring and integrating into the new pattern of regional development,implementing innovation driven development and comprehensively shaping new advantages.
