摘 要:华中电网目前已形成特高压“日”字形环网,4省电网联系密切,但市场机制尚不完善,省间联络线利用率低,存在很大资源优化配置空间。从区域市场建设效益角度出发,首先讨论了华中4省供需平衡面临的挑战;然后定性分析了华中区域电力市场在发电成本、可再生能源消纳、系统备用3方面的效益;最后基于2021年实际数据,建立华中区域电力现货市场简化模型,定量分析了区域市场建成后的效益及分配情况。预计省间联络线利用率可提升约70%,全年可为全网节省47亿元发电成本。其中发电侧利润新增21亿元,电网侧省间输电费新增11亿元,用户侧电费减少15亿元。The Central China power grid has now formed a special ultra-high voltage“日”-shaped ring network,with close connections among the four provincial power grids.However,market mechanisms remain underdeveloped with suboptimal usage of inter-provincial tie lines,indicating significant potential for enhanced resource distribution.This study,with a focus on regional market construction benefits,firstly identifies challenges to the supply-demand equilibrium within the four provinces.Benefits of the Central China regional electricity market are then qualitatively assessed concerning generation costs,renewable energy integration,and system reserve requirements.Utilizing actual data from 2021,a simplified model for the Central China regional electricity spot market is constructed for quantitative analysis.Post-market establishment benefits and their distribution are examined.An anticipated 70%increase in the utilization rate of inter-provincial tie lines could result in a yearly saving of approximately 4.7 billion yuan in generation costs network-wide.This includes a 2.1 billion yuan increase in generation side profits,an additional 1.1 billion yuan in grid side inter-provincial transmission fees,and a 1.5 billion yuan decrease in user-side electricity costs.
