村党支部书记选任机制创新的路径比较与组织逻辑

摘　　要：村党支部书记是村级党组织的领头雁。自村民自治制度实行以来,对村党支部书记的选任主要形成了两种不同类型的路径。一种是优化选举机制的路径,另外一种是改善组织选派机制的路径。从侧重优化选举机制到重视组织选派质量提升的路径变化体现出中国共产党根据农村基层组织所面临的实际任务而进行的适应性调整。其路径探索与机制创新过程既坚持了组织建设的合规性、原则性与使命性,又体现出制度创新的开放性、适应性和灵活性。The secretary of village Party branch is the leader of the village-level Party organization.Since the implementation of the villagers'self-government system,there have formed two different types of path for the political recruitment of the secretary of village Party branch:one is to optimize the election mechanism,and the other is to improve the organizational selection mechanism.The change from focusing on optimizing the election mechanism to focusing on improving the quality of organizational selection reflects the adaptive adjustment of the CPC according to the actual tasks faced by rural grass-roots organizations.The process of exploring its path and innovating its mechanism not only adheres to the legitimacy,principle,and mission of the organizational construction,but also reflects the openness,adaptability,and flexibility of institutional innovation.
