论联合国维和任务区社区警务新模式的构建

摘　　要：城乡社区警务是我国公安基层基础工作的基石。维和任务区社区警务是维和行动中的重要工作,对维护任务区社会稳定,推动东道国和平建设具有重要意义。我国深耕社区警务多年,产生了大量治理检验,但目前国内社区警务与维和任务区社区警务研究相对割裂、鲜有交叉。因此,联合国维和警务部门可以通过设立社区警务特别领导小组、增派维和社区警力、设立专项基金、建立常态化走访机制、打造维和“义警巡逻队”、召开“警民恳谈会”、加强各部门协作等举措,构建联合国维和任务区社区警务新模式,为实现联合国维和任务区治安大局稳定、人民安居乐业,提供更多中国之策。Urban and rural community policing is the cornerstone of grassroots public security work in China.Community policing in the UN peacekeeping mission area is an important task in peacekeeping operations,which is of great significance for maintaining social stability in the mission area and promoting peace construction in the host country.China has been deeply involved in community policing for many years,resulting in a large number of governance tests.However,currently,research on community policing in China is relatively fragmented and rarely intersected with that in peacekeeping mission areas.Therefore,the United Nations peacekeeping police department can establish a new model of community policing in the UN peacekeeping mission area through measures such as establishing a special leadership group for community policing,increasing the number of peacekeeping community police officers,establishing a special fund,establishing a regular visiting mechanism,creating a peacekeeping"vigilante patrol team",holding a"police civilian symposium",and strengthening collaboration among various departments,in order to achieve overall stability of public security and people's well-being in the UN peacekeeping mission area,Provide more strategies for China.
