摘 要:党的二十大报告强调要建设人人有责、人人尽责、人人享有的社会治理共同体。新一代人工智能迅猛发展使得社会治理智能化受到高度关注。通过智能技术赋能,提升政府公共服务、社会治理的数字化智能化水平的重要场景之一是采用智能聊天机器人为公众拓展参与途径、助力社会治理共同体提供可能。基于此,本文从相关理论基础和实践应用出发,明确智能技术应用所体现出的智能性的内涵,通过调查实验法设计被试间实验,从实证角度出发分析智能性对于公众在线参与的影响,对实践应用场景中如何实施智能技术提供对策建议。It is clarified in the report of the 20th National Party Congress that we need to promote the construction of a community of social governance in which everyone fulfils their responsibilities and shares in the benefits.With the rapid development of artificial intelligence,intellectualization of social governance has attracted high attention.Therefore,the government utilizes intelligent technology to empower and enhance the digital intelligence level of public services and social governance.Al-based chatbots can provide possibilities for expanding public participation channels and assisting the community of social governance.In view of this,the article starts from relevant theoretical foundations and practical application scenarios,clarifies the connotation of intelligence reflected in the application of intelligent technology,analyzes the impact of intelligence on the willingness of the public to participate online from an empirical perspective,in order to provide countermeasures on how to implement intelligent technology in practical application scenarios.
