摘 要:文章结合面向未来的城市规划发展议题及对国内外应对碳排的规划理论与实践经验研究,总结新时代对城市照明规划的要求,树立低碳目标,并将其全面纳入城市照明规划编制、实施与管理全过程。该举措符合我国对低碳背景下城市低碳建设的要求,且具有重大意义。为此,应尽快建立应对低碳发展需求的照明规划系统的框架、碳排核算预测、街区与社区规划设计、产业技术支撑,以及规划政策体系等,做好规划分区、规划设计平台构建、评价方法选择与应用等重点领域路径选择。期待能为以低碳发展为导向的夜间城市照明相关规划编制、管理及实践提供参考。Combined with the topic of future-oriented urban planning development,and the research on the planning theory and practical experience of carbon emissions at home and abroad,this paper summarizes the requirements of urban lighting planning in the new era and establishes a "low-carbon goal".And it will be fully incorporated into the whole process of the preparation,implementation and management of urban lighting planning,which is in line with China's requirements for low-carbon urban low-carbon construction under the low-carbon background,and is of great significance.For this reason,the framework of lighting planning system of meeting the needs of low-carbon development,carbon emission accounting and prediction,block and community planning and design,industrial technical support,and planning policy system should be established as soon as possible.Do a good job in planning zoning,planning and design platform construction,evaluation method selection and application and other key areas of path selection.It is expected to provide reference for the preparation,management and practice of night-time urban lighting planning guided by low-carbon development.
