越共十三大以来政治改革、意识形态和反腐败斗争的新动向

摘　　要：越共十三大以来,越南政局发生了重大变化,因此研究其新动向、判断其发展趋势,具有特殊的理论和现实意义。在政治改革方面,越南仍然遵循着“小步快跑”的改革节奏。越共十三大以来,越南对其政治体制进行了更大幅度的改革,对其中心任务进行调整,行政机构更加精简和高效,地方的改革进一步提速。在意识形态方面,越南共产党高度重视并把意识形态工作放在极为突出的位置。从越共十三大报告及越共十三大以来的举措来看,越南对意识形态工作从政策、人事和思想3个方面加以强化。在反腐败斗争方面,越共十三大以来,越南从“高压反腐”和“积极防腐”两个方面着手,一方面,维持此前的高压反腐败态势;另一方面,通过建立和健全反腐败体制,把反腐败与反消极相结合。可以预判,越南政局将“偶尔有波动,总体稳定”,越南共产党的领导地位更加巩固,执行能力更加高效及政治生态更加清朗将是发展趋势。Since the 13th National Congress of the Communist Party of Vietnam(CPV),Vietnam's political situation has un‐dergone significant changes.Hence,it is of theoretical and practical significance to study its new trend.In the political reform,Vietnam follows the“small-step and fast-paced”reform.Vietnam has undergone greater reforms in its political system and ad‐justed its central tasks,making its administration more streamlined and efficientand accelerating the reform of local governments.In terms of ideology,CPV attaches great importance to and prioritizes ideological work.From the Political Report of the 12th Tenure Party Central Committee at the 13th Party National Congress and the measures taken ever since,it can be seen that Viet‐nam has strengthened its ideological work in three aspects:policy,personnel,and ideology.In the aspect of anti-corruption,Viet‐nam starts with"high-pressure anti-corruption"and"active corruption prevention".On the one hand,Vietnam maintains the previ‐ous high-pressure anti-corruption;on the other hand,Vietnam combines anti-corruption with anti-negativity through the establish‐ment and improvement of the anti-corruption system.It can be predicted that the Vietnamese political situation will have occa‐sional fluctuations but remain stable overall and the leadership of CPV will be more consolidated with its more efficient execu‐tion ability and a cleaner political environment.
