摘　　要：构建专利质量的测度与动态监测的指标模型,对推动知识产权事业的高质量发展具有重要的理论意义和现实意义。基于成本收益理论,选择专利寿命与专利数量二维指标相结合,构建了专利质量指数模型,并运用其对中国产业、大学、科研机构和个人等不同类型创新主体的专利质量进行了实证分析。专利质量的二维结合指标模型具有以下优势:第一,克服了已有的单一维度评价指标的缺陷;第二,能够动态监测专利质量的发展变化趋势。实证分析结果显示:中国产业的专利质量明显高于其他类型创新主体,并且在监测期间内上升趋势明显,以华为公司为代表的高新技术创新企业尤为突出;大学的专利质量有待提升。最后探讨了专利质量指数的合理取值以及将该指标嵌入专利数据库、以动态监测专利质量的可能性。Exploring the measurement and dynamic monitoring model of patent quality has important theoretical and practical significance for promoting the high-quality development of the intellectual property.Based on the theory of cost and revenue,the patent quality index model is constructed by selecting the two-dimensional indicators of patent life and patent quantity,and it is used to empirically analyze the patent quality for different types of innovation subjects in China,such as industry,university,scientific research institute,and individual.The two-dimensional index model of patent quality has the following advantages:first,it overcomes the defects of existing single-dimension evaluation index;Second,it can dynamically monitor the development trend of patent quality.The empirical analysis results show that the Chinese industry's patent quality is significantly higher than that of other types of innovation subjects,especially the high-tech innovation enterprises represented by Huawei.The quality of university patents needs to be improved.Finally,the paper discusses the reasonable value of the patent quality index and the possibility of embedding this index into the patent database to dynamically monitor the health and normal development degree of patent activities.
