摘 要:为提升灾后城市整体应急避难服务能力,在综合考虑人口分布、交通网络、服务容量、建设成本和路网可达性等多因素的基础上,运用GIS空间分析技术,对四川省成都市主城区开展应急避难空间区划研究,提出高效、公平和经济的应急避难场所空间区划方案,形成1套科学的方案制定方法和流程。研究结果表明:成都市主城区可划分成10个应急避难分区,并确立14个最佳避难场所来满足区域内的应急避难需求;同时对实验外国语学校、丽都公园进行容量扩建,并升级浣花溪公园周边交通配套设施来优化应急避难场所空间区划,以此提升成都市主城区整体应急避难服务能力。研究结果可为城市人口转移避难安置工作规划和决策实施提供技术支持。In order to improve the overall service capacity of urban emergency sheltering after disaster,on the basis of comprehensively considering the population distribution,transportation network,service capacity,construction cost,road network accessibility and other factors,the GIS spatial analysis technology was used to carry out the research on emergency sheltering space zoning in the main urban area of Chengdu,Sichuan Province.An efficient,fair and economic space zoning scheme of emergency shelters was put forward,and a set of scientific scheme formulation methods and processes was formed.The results show that in order to improve the overall emergency sheltering service capacity in the main urban area of Chengdu,it is necessary to expand the capacity of Experimental Foreign Language School and Lido Park,and upgrade the transportation facilities around Huanhuaxi Park.The main urban area of Chengdu can be divided into 10 emergency sheltering zones,and 14 optimal shelters can be determined to meet the emergency sheltering needs in the area.The results can provide technical support for the planning and decision-making implementation of urban population transfer,sheltering and resettlement.
