历史文化街区内涝韧性测度方法与规划应用研究——以瑞金市廖屋坪街区为例

摘  要:在气候变化的综合影响下,当前城市内涝问题日益严峻,而管网体系由于老化、铺设困难等原因难以独立应对雨涝压力,频发的内涝灾害对历史文化街区的保护提出了重大考验,综合提升历史文化街区内涝韧性迫在眉睫。以瑞金市廖屋坪历史文化街区为例,综合分析传统理水体系作用、旅游活动影响等历史文化街区特质与内涝灾害之间的互动关系,并结合城市韧健度概念模型解析历史文化街区内涝风险发生机制,在此基础上从外部扰动、本体脆性和适应韧力三方面构建历史文化街区内涝韧性评价指标体系,对廖屋坪历史文化街区的内涝韧性进行测度。研究表明,街区中内涝韧健度低点出现在难以深入的历史街区内部历史建筑密集区。此处私搭乱建现象突出,在建成环境脆弱性突出的同时缺乏灾害应对能力,是主要的韧性薄弱点。根据测度结果,进一步提出了具有针对性的空间优化策略与规划调整建议。Under the comprehensive influence of climate,the current urban waterlogging problem is becoming serious.The pipe network system is difficult to cope with the drainage pressure independently due to aging and laying difficulties.The frequent waterlogging problem has put the protection of historic and cultural districts to a major test,and it is urgent to comprehensively improve the waterlogging resilience of historic and cultural districts.The article takes the Ruijin Liaowuping historic and cultural district as an example,analyzes the interaction between the characteristics of historic and cultural districts(traditional water management system and tourism activities)and the waterlogging disasters.On the basis,the article analyzes the mechanism of waterlogging risk in the historic and cultural district with the conceptual model of urban resilience,and builds an index system for evaluating the waterlogging resilience of the historic and cultural district.The system is based on three aspects:external disturbance,ontological fragility and adaptive resilience.The study shows that the low-resilience area in the district is in the densely populated area of historic buildings inside the historic and cultural district,which is difficult to penetrate.This area is a major resilience weak point due to the prominent phenomenon of private construction and the lack of disaster response capacity while the vulnerability of the built environment is outstanding.Based on the measurement results,the targeted spatial optimization strategies and planning adjustment suggestions are proposed.
